
Harnessing new technologies for information and communications growth inevitably involves IT&T systems and software procurement dependent on negotiation, completion, execution and delivery of complex, high-value contracts and projects. Inevitably, many contracts and projects, once incepted, will get into difficulties, with allegations and counter-allegations of failures to deliver to time, cost and/or specification, poor operational standards of systems service or performance, and/or expansion or changes in requirements - the notorious 'scope and mission creep' phenomenon.
